Richmond (WBQB/WFVA/AP) -- Richmond International Airport says it's waiting for the Transportation Security Administration to reimburse $3.6 million of the cost of upgrading its baggage-handling areas. The airport spent $4 million for the project and says the federal agency is supposed to cover 90 percent of the cost of adding the explosives-detection systems. The project was completed two years ago, but airport officials say the TSA still hasn't paid up. The agency said in a statement that it currently lacks the funds for airport reimbursement. Virginia Sens. Mark Warner and Jim Webb, both Democrats, wrote to the agency last month to express their concern over ``an alarming trend of TSA officials refusing to act in good faith and cooperate with local entities.''
