Richmond (WBQB/WFVA/AP) -- A new report says that recycling rates remained steady in Virginia last year. The annual report by the Virginia Department of Environmental Quality logs recycling rates of 324 cities, counties and towns and some businesses. Virginia's rate was 38.5 in 2008, the same as in 2007. The state's rate is better than the goal of 35 percent by 2010 set by the U.S. Environmental Protection Agency.
